Entered into Force July 21, 2024The EU Artificial Intelligence Act (AI Act) is the world’s first comprehensive regulation on artificial intelligence. Its primary aim is to ensure that AI developed and used within the EU is trustworthy and respects individuals' fundamental rights. It seeks to harmonize AI regulations across the internal market, promoting innovation and investment while safeguarding citizens.
The Act categorizes AI systems into four risk-based categories:

Minimal Risk: Systems such as spam filters face no obligations due to their low risk.

Specific Transparency Risk: Systems like chatbots must clearly disclose interactions with machines, and AI-generated content, such as deepfakes, must be labeled.

High Risk: Systems like AI for recruitment or loan assessments are subject to stringent requirements, including risk mitigation, data quality, and human oversight. Regulatory sandboxes are provided to foster responsible innovation.

Unacceptable Risk: AI systems posing threats to fundamental rights, like social scoring or real-time biometric surveillance (with narrow exceptions), are banned.
In addition, general-purpose AI models, such as those capable of generating human-like text, are subject to specific transparency rules and systemic risk controls. Member States have until 2025 to designate national authorities for enforcement, and the European Artificial Intelligence Board will ensure uniform application across the EU. Non-compliance can result in fines of up to 7% of global annual turnover for the most serious violations.
The Act's majority of provisions will take effect on August 2, 2026, though some prohibitions and general-purpose AI regulations will apply earlier. In the interim, the AI Pact invites developers to voluntarily adopt key obligations, with the Commission actively working on guidelines and co-regulatory standards to guide implementation.
